China Invites SCO Members to Collaborate on Developing AI Application Center for Regional Innovation
China proposes to SCO nations a collaborative AI application center at the 2025 China-SCO AI Cooperation Forum.


China has proposed a significant step forward in artificial intelligence cooperation among Eurasian nations, inviting member states of the Shanghai Cooperation Organization (SCO) to collaboratively build an AI application center. The initiative was unveiled during the 2025 China-SCO AI Cooperation Forum, which convened this week in the northern city of Tianjin.
According to the newly released China-SCO Member States AI Application Cooperation Center Construction Plan, the center would serve as a hub for a wide range of collaborative activities. Its key objectives include fostering talent growth in AI, deepening industrial ties, and enabling improved open-source service exchanges among participating countries. Officials highlighted that these efforts are expected to accelerate not only technological progress but also regional integration and economic innovation throughout the SCO.
The forum, held under the theme "Intelligence Converges in China, Wisdom Benefits SCO," drew government representatives, researchers, and industry leaders to share insights on advancing AI governance and practical applications. Emphasis was placed on practical cooperation designed to address common challenges and nurture shared opportunities in the rapidly evolving digital landscape.
Huang Ru, representing China’s National Development and Reform Commission, underscored the strategic importance of AI for the region’s future. "Accelerating cooperation in AI technology and applications will invigorate economic and social development across the SCO, drive inclusive global growth, and contribute to closing the global digital divide," Huang stated during the forum's discussions.
Chinese officials reaffirmed their readiness to work alongside other SCO member states to uphold the “Shanghai Spirit” – a guiding principle of mutual trust, benefit, equality and consultation. They pledged to promote joint efforts ensuring that the development of AI remains beneficial, secure, and equitable for all involved. As the plan moves forward, observers will be watching to see how these collaborative mechanisms are implemented and what benefits they bring to the broader SCO region.
