China Urges Russia and Ukraine to Sustain Momentum in Peace Negotiations
Chinese envoy urges Russia and Ukraine to keep up progress in peace negotiations.

A Chinese envoy emphasized on Friday that the introduction of more lethal weaponry into the ongoing Russia-Ukraine conflict will only prolong hostilities and complicate efforts toward a peaceful resolution. Addressing the United Nations Security Council, Geng Shuang, China’s deputy permanent representative, highlighted concerns about the rising intensity and destructive capability of arms being sent to the battlefield. “With direct negotiations now underway between Russia and Ukraine, there has been an increasing number of weapons on the battlefield with greater lethality and destructive power. This will only escalate confrontation and prolong the fighting,” Geng warned.
He underscored that such developments contradict the global aspiration for an immediate cessation of violence. “It is not conducive to achieving a ceasefire and ending the war, and runs counter to the common expectations of the international community,” Geng stated before the council. He called upon all stakeholders to “actively forge an atmosphere conducive to peace talks by creating conditions and providing support” rather than fueling the military confrontation.
Geng also addressed criticism directed at China’s stance from other international actors, particularly refuting accusations from the United States. “The U.S. Representative, once again, spread misinformation and smeared China. This is utterly unacceptable,” he responded, adding that such attacks are “not based on facts and are not aimed at any solution at all. Rather, they are based on their own political agenda. It is utter political manipulation.”
The envoy reiterated China’s policy of not supplying lethal weaponry to either side in the conflict and highlighted the nation’s strict control over dual-use items. “China firmly opposes any groundless accusation and political manipulation,” Geng asserted, shifting focus to the role of the United States. He called on Washington to take responsibility and direct its efforts toward diplomatic solutions instead of participating in what he termed a “boring blame game.”
Throughout the crisis, China has maintained a consistent position, advocating for dialogue, negotiation, and a political settlement. “Since the start of the crisis, China has been calling for dialogue, negotiation and a political settlement. It has stayed in contact with both Russia and Ukraine and has been working consistently to promote peace talks,” Geng explained. He also expressed China’s readiness, alongside the Global South and the wider international community, to play a constructive role in the pursuit of genuine peace.
Recognizing recent progress, Geng welcomed direct negotiations between Russia and Ukraine, including talks in Istanbul and agreements on prisoner exchanges, viewing these as positive steps toward de-escalation. “Russia and Ukraine…will soon hold a second round of direct talks. China welcomes these positive developments and supports all efforts towards peace,” he noted.
Geng urged both parties to demonstrate political will and sustain the momentum of negotiations, emphasizing that “the parties to the conflict should earnestly abide by international humanitarian law and refrain from attacking civilians and civilian infrastructure under any circumstances.” He concluded by stressing the importance of addressing the root causes of the crisis through continued dialogue and consultation, to ultimately achieve a political settlement and lasting peace in the region.
