Instant Tax Refunds in China Make Shopping Easier for Overseas Tourists
International tourists boost China's economy by transforming from explorers to shoppers, driving a consumer market boom.

China is rapidly transforming into a hotspot for international shoppers, propelled by the expansion of its instant tax refund policy. This initiative, implemented nationwide as of April 8, has dramatically streamlined the shopping experience for overseas visitors, making it more appealing than ever to splurge on goods during their travels.
Traditionally, tourists have had to endure lengthy waits and paperwork at airports to reclaim value-added tax (VAT) paid on purchases made in China. Now, with the newly adopted “buy and refund instantly” system, travelers can receive their tax refunds directly at the point of sale in participating stores. In early-adopting cities like Shanghai, nearly half of all tax refund-eligible retailers now offer this service. The convenience has not gone unnoticed: the first quarter of 2025 saw instant tax refund transactions double compared with the previous year, signaling strong uptake among visitors.
Tourists from around the globe are praising both the simplicity and the swiftness of the process. Many are able to complete their refunds in just minutes, with money either credited to their cards or handed out in cash. “Unbelievable, the whole process takes only five minutes, so the tax refund was transferred to my bank account very fast,” a visitor from Serbia commented. Others, like Belgian traveler Alex De Ceuster, have found that reclaiming up to nine percent of their spending enables them to continue shopping with renewed enthusiasm.
With this increased ease of spending, international visitors are diversifying their purchases. While traditional favorites—like panda plush toys and premium Chinese teas—remain bestsellers, cultural and creative products are gaining popularity. The government’s 240-hour visa-free transit policy adds another layer of convenience, allowing tourists extended stays to explore markets, commission custom fashion, and immerse themselves in Chinese arts and crafts.
The country’s reputation for cutting-edge technology is also enhancing its appeal among overseas shoppers. High-quality Chinese electronics, such as drones, are in high demand. “Our consumer number has increased by 40 percent compared with the same period last year, and the business turnover has grown by 300 percent from a year ago,” noted Lin Ruihua, a sales representative at an electronics store in Shenzhen. This surge reflects how retail innovation and tourism incentives are together bolstering China’s economy.
As China continues to roll out favorable policies and showcase its growing array of innovative products, it is clear that the nation is evolving beyond a tourist destination—it is becoming a global shopping paradise, offering a unique blend of sightseeing, cultural immersion, and valuable retail experiences for visitors from every corner of the world.
